Internal circulation laneway - 10650 Timberland Road

The proposed project

Westran Intermodal Limited is proposing to construct an approximately 350-metre-long internal circulation laneway at 10650 Timberland Road in Surrey. The construction of the laneway will require some drainage improvements which include the installation of several catch basins, associated connections, and replacing an existing drainage pipe. They are also proposing to place a new shipping container building on site to be used for ongoing operations. The container will sit on blocks and will only be connected to electricity.

Notice of Determination

Surrey, B.C. – May 30, 2024 – The Vancouver Fraser Port Authority has determined that the proposed internal circulation laneway located at 10650 Timberland Road is not likely to cause significant adverse environmental effects.

The determination was based on a consideration of the following factors:

  • Impacts on rights of Indigenous peoples
  • Indigenous knowledge
  • Community knowledge
  • Comments received from the public
  • Technically and economically feasible mitigation measures

Best efforts were made to consult with Katzie First Nation, Kwantlen First Nation, Kwikwetlem First Nation, Musqueam Indian Band, Semiahmoo First Nation, SS'ólh Téméxw Stewardship Alliance, Tsawwassen First Nation and Tsleil-Waututh Nation. The comments raised were:

  • Confirmation of ground disturbance depths
  • A request for copies for all subsequent environmental and/or archaeological reports, should they become available.

The project was posted to the Canadian Impact Assessment Registry on April 3, 2024 for public comment. No comments were received.

The City of Surrey, DP World Fraser Surrey, TMS Transportation Ltd. And Republic Services of British Columbia were notified of the project. No comments were received.

Permit conditions taken into account in making the determination include:

  • A chance find procedure will be developed for the project, be available in the immediate working area, and project personnel will be trained on response procedures in the event that archaeological resources are encountered.
  • A spill prevention, containment and clean-up plan will be developed for the project, be available in the immediate working area, and project personnel will be trained on spill prevention, containment, and clean-up
  • An erosion and sediment control plan will be developed for the project and any works shall be carried in accordance with the sediment and erosion control measures in the plan.
  • During construction, an appropriately qualified archaeological monitor will be on the Project site at all times if ground-disturbing activities are expected to disturb soils below 1.4 metres.

The Vancouver Fraser Port Authority is satisfied that the carrying out of the project is not likely to cause significant adverse environmental effects.
