McCartney's Flat IR#4 Water System Improvements

The planned water system improvements project will include a new groundwater supply well, treatment facility with UV disinfection and chlorination equipment, and a set booster pumps and a downstream distribution system to convey water to the north system, located above the reservoir (see attached map). The system will also provide water for future developments in the area. The proposed water system improvements include the construction of a new water treatment plant and distribution system, as well as upgrades to the groundwater production well. Project activities are described below.

Construction of an expansion to the distribution system:

The line will be comprised of 100 mm and 150 mm diameter mains for an approximate length of 1700 m and will be installed using open-cut trench methodology. Site preparation will require clearing and grubbing of vegetation and trees within a 10 m corridor along the distribution line (5 m on either side of the line). The line will be field fitted to minimize the removal of trees. A portion of the distribution system passes through Brown Brook and its riparian area. Due to high levels of cobble and boulders in the substrate, drilling beneath the stream may not be feasible. As a result, the stream will require to be open-cut to install the line. Site preparation will include clearing and grubbing of riparian vegetation. The stream will also need to be isolated and bypassed around the work area. The activities required for the open-cut of Brown Brook include:
• fish salvage of Brown Brook (if water is present at the time of construction)
• amphibian salvage within the riparian area of Brown Brook prior to clearing/grubbing activities
• removal of riparian vegetation within the work area
• isolation and bypass of Brown Brook around the work areaDATE February 15, 2023
• installation of distribution line at a minimum of 1.8 m below the substrate of Brown Brook
• restoration of Brown Brook post-construction through channel reconstruction and riparian planting
A segment of the line that intersects with Highway 12 will be installed using horizontal directional drill (HDD) methodology.

Construction of a new Water Treatment Plant (WTP):

The existing WTP will be decommissioned and the new WTP will be built in its place. The new building is 8.8 m x 19.8 m and will have a total disturbance footprint of 220m2. The area for the WTP will require to be graded by cutting into the uphill bank and filling downhill slope to create a level area. A concrete foundation will be poured for the new WTP. The location of the WTP is within 5 m of Brown Brook within a previously disturbed area for access/parking at the existing pumphouse. The project will also make improvements to existing groundwater production well and existing reservoir. Activities include:
• Camera, clean and yield test both wells
• Equip new 200 mm Ø groundwater production well with submersible pumps and ancillary components
• Upgrade existing 150 mm Ø groundwater production well with new submersible pumps and ancillary components
• Replacing the existing reservoir level control
• Constructing a set of booster pumps to deliver water from the reservoir to the upper distribution area.

Total footprint of the project area is estimated to be 20 000 m2
