0656 songhees first nation-sanitary sewer system inflow and infiltration upgrade ICMS123839

Approximately 85% of the existing Songhees sewer system are AC pipes installed in 1960's and reaching the
end of their useful life. An Inflow and Infiltration (I&I) Study was completed by Kerr Wood Leidal Associates Ltd.
(KWL) in 2016 to assess the condition of the sanitary sewer system on Songhees Reserve 1A. From pipe
condition assessments and field work, a number of cross connections, pipe defects and O&M issues were
observed in the sewer system. Majority these defects were noted along the approximately 1,200 m of existing
CAIS funded AC pipes starting from Ned Williams Road, continuing along Chief Robert Sam Lane and Cooper
Road, and extending towards the CRD discharge manhole located on Craigflower Road. A large number of
direct storm to sanitary sewer cross connections as well as other indirect sources of inflow and infiltration are
located in these aging sewermains. Approximately one-third of sewage from the New Songhees core sewer
catchment area flows into this section of AC pipe and contributes between 45-65% of Rainfall Induced Infiltration
(RII) and Groundwater Infiltration (GWI) to the sewer system.
The objective of the project is to reduce inflow and infiltration (I&I) flows in the Songhees sanitary sewer system
and will include replacement of approximately 1,300 m of sewermains and 42 lateral services, and removal of
3 major cross connections. The outcome of the project will reduce operation and maintenance costs, lower
Songhees' CRD sewage charges and renew the sewer system. As a number of the existing sanitary
sewermains were installed prior to transfer of land to CP holders and construction of developments and as a
result, several sewer pipes transverse across privately owned lands. Acquisition of easements/right of ways
would be required to accommodate the proposed sewer alignment.

February 22, 2024  – The public comment period on the project is closed. The authority is considering comments received to help inform its determination on whether the carrying out of the project is likely to cause significant adverse environmental effects.
