McLeod Lake Indian Band - Phase 1 Watermain Looping Project

The Project was designed as a comprehensive upgrade to the community's water system, including the installation of a new potable water treatment, storage, and distribution facility and looping of the existing watermain network to improve water continuity under maintenance and repair scenarios, improve circulation and chlorine residual consistency, and improve water supply capacity throughout the network. Detailed design, design reporting, tender documents, specifications, and all other PAR-related submission documentation was prepared and submitted to Indigenous Services Canada (ISC) for the complete Project scope in December 2025.

This proposal has revised the existing Project to support the exclusive tendering and construction of the Watermain Loop Extension works as Phase 1 of the Project, while maintaining alignment with the remaining treatment, storage, pumping, and fire water infrastructure to be completed in future phases.

The revised project scope for this proposal is limited to Phase 1 of the Project and focuses specifically on the Watermain Loop Extension. The intent of Phase 1 is to improve system redundancy and operational reliability by looping the existing dead-end sections of the distribution network around the southern intersection of Carp Lake Road and Sekani Drive to strengthen the existing watermain system in preparation for future treatment, storage, and distribution upgrades.

The project components include:

- Water main extension to loop system with 250mm diameter SDR18 PVC water distribution around the southern intersection of Carp Lake Road and Sekani Drive.
- Installation of a new frontage road along Carp Lake Road from Sekani Drive (south) to the existing gas station parking.
- Two connections to the existing potable water distribution system.
