Notice of Impact Assessment Decision with Reasons

Ottawa — August 2, 2024 — The Impact Assessment Agency of Canada (IAAC) decided that an impact assessment is not required for the Cando Sturgeon Rail Terminal West Expansion Project (the project) located in Alberta, proposed by Cando Rail and Terminals Ltd. (the proponent).

On June 14, 2024, during the interim administration of the Impact Assessment Act (the IAA), IAAC issued its opinion that an impact assessment is not required for the project.

The reasons outlined in the opinion remain relevant under the amended IAA, which came into force on June 20, 2024. In light of this, IAAC is of the view that the potential adverse effects within federal jurisdiction from the project would be limited or addressed through existing federal and provincial legislative and regulatory frameworks, and mitigation measures and commitments described by the proponent in the Detailed Project Description. As a result, IAAC issued its decision that an impact assessment under the IAA is not required for the project.
