Log Grapple Installation - Halo Sawmill – Public comments invited 

July 27, 2023 – As part of its Project and Environmental Review process, the Vancouver Fraser Port Authority must determine whether the proposed Log Grapple Installation - Halo Sawmill, located at 17700 Fraser River Dyke Road, Pitt Meadows is likely to cause significant adverse environmental effects.  

To help inform this determination and a decision on whether or not to approve the proposed project, the Vancouver Fraser Port Authority is inviting comments from the public respecting that determination. All comments received will be considered public and may be posted online.  For more information, individuals should consult the Privacy Notice on the Registry website. In addition, your contact information may be shared with third parties, e.g., the tenant, other relevant agencies, to help respond to your questions and inform possible mitigations.

The proposed project

Halo Sawmill Manufacturing Limited Partnership proposes to install a log grapple to improve throughput of timber and increase safety by reducing the personnel required to move logs in the water at all times, including during freshet and winter conditions. 

The project consists of: 

  • Construction of a platform to install the log grapple 
  • Installation of a boom cable recycling bin 
  • Construction of a boom, stick, and grapple maintenance platform 
  • Installation of approximately 10, 610-millimetre diameter steel piles 
  • Construction of a 14-square-metre log storage area 
  • Installation of an electrical grapple 

Steel piles would be installed using a marine spud derrick and materials barge with a vibratory hammer. The project would be scheduled within the least-risk fisheries work window for the project area (i.e., June 16 to February 28).
