July 6, 2023 — The Department of National Defence must decide whether the proposed project is likely to cause significant adverse environmental effects.

To help inform this decision, the Department of National Defence is inviting comments from the public on the project and its potential effects on the environment. All comments received will be considered public. For more information, individuals should consult the Privacy Notice on the Registry website.

The Proposed Project

The Department of National Defence (DND) has proposed a project. The existing corrugated steel culvert located at the Project Site has reached the end of its service life. This existing culvert will be replaced with an upgraded precast concrete box culvert with an open bottom for placement of appropriately sized salmonid spawning gravel and other fish habitat features.

The new culvert will be extended to meet flush with the current retention wall (outfall) on the east side of Lazo Road, to eliminate debris build up with the current configuration. This work will require excavation and backfill activities for removal of the existing culvert, installation of the new culvert, installation of the new precast concrete headwall on west end of the culvert, and reconstruction of the new precast concrete block retention wall on the east end of the culvert crossing. The backfill will be approved structural fill materials. Single lane traffic will be maintained throughout the Project, and Lazo Road will be restored and repaved with asphalt once outfall and culvert installation are complete. All works will include environmental mitigation measures required by legislation, policies, and permits as applicable.
