Marine gas oil piping modification – Public comments invited 

June 28, 2023 – As part of its Project and Environmental Review process, the Vancouver Fraser Port Authority must determine whether the proposed Marine gas oil piping modification at Imperial Oil's Ioco terminal, located at 2225 Ioco Road, Port Moody, is likely to cause significant adverse environmental effects. Written comments to be received by July 27, 2023.  

To help inform this determination and a decision on whether to approve the proposed project, the Vancouver Fraser Port Authority is inviting comments from the public respecting that determination. All comments received will be considered public and may be posted online.  For more information, individuals should consult the Privacy Notice on the Registry website. In addition, your contact information may be shared with third parties, e.g., the tenant, other relevant agencies, to help respond to your questions and inform possible mitigations.

The proposed project

Imperial Oil is proposing modifications to their existing marine gas oil (MGO) piping system on their dock to debottleneck the piping system and increase MGO flow rates at their Ioco terminal. The project includes: 

  • Installation of approximately 60 metres of new piping  
  • Installation of piping supports and anchor bolted to the concrete dock  
  • Installation of flow meters, control valves, and a motor operated valve  
  • Relocation of the existing ship loader connections for MGO 

Installation of the new equipment would be completed from the dock using a pipe dolly lifting device, spider cranes, and handheld power tools.
